Engineering Consultants

The Snyderville Basin Water Reclamation District (District) is requesting Statements of Qualifications (SOQs) from Professional Consulting Engineering Firms for various wastewater collection system Capital Improvement Projects. Projects anticipated by the District include numerous collection system reconstruction and rehabilitation projects and pump station upgrades. Firms interested in providing consulting services to the District must submit an SOQ.

The District may engage consultants in consulting services under individual agreements for the various projects. Services that may be required include: preliminary and final design of wastewater collection system improvements; mapping and topographic surveying, property surveying and easement preparation; environmental review; development of construction plans, specifications and contract documents; bidding assistance; and construction management and inspection services.

The SOQ shall be a maximum of ten pages in length (plus optional supportive information in an appendix) and include the following as a minimum:

  1. Name of the firm and location of the firm's office(s).
  2. The firm’s area of interest in providing consulting services to the District.
  3. Summary of the firm's general background, qualifications, capabilities, and experience.
  4. Summary of related projects performed by the firm. List of key personnel with education, training and qualifications.
  5. List of general references.

Four copies of the SOQ must be submitted. SOQs or SOQ updates may be submitted at any time. Only those SOQs on file with the District at the time a selection process begins for a specific project will be considered for that project

Firms will be evaluated based on the information contained in the latest submitted SOQ. Firms that have submitted SOQs in the past may choose to submit a new SOQ as an update to their existing SOQ if they so desire. Updated SOQs will replace existing SOQs on file and will be considered for selection for one year from the latest submittal

The selection process for specific projects will be determined by the District and will include ranking of firms with current SOQs on file with the District. Contract negotiations may be initiated with the top-ranked firm, or a short-list of three to five firms may be selected for further consideration. Technical proposals and interviews with the short-listed firms may also be included in the selection process.

The District's request for SOQs does not obligate the District to award any contract or to pay any costs incurred in the preparation of SOQs. The District reserves the right to request additional information from respondents, reject any and all SOQs without penalty, or take any other steps deemed necessary to act in the best interest of the District.
