Contractor SOQs

NOTICE OF SOLICITATION OF SERVICES FROM CONTRACTORS
FOR GENERAL SEWER LINE REPAIRS
Snyderville Basin Water Reclamation District
Park City, Utah

The Snyderville Basin Water Reclamation District (District) is requesting Statements of Qualifications (SOQs) from contractors to repair the existing wastewater collection system in Park City and the Snyderville Basin, Summit County, Utah. Services that are required include Aspot@ repair of short segments of existing lines, complete replacement of a line between manholes, manhole installation, or emergency repairs. Repairs will be made to pipes of various materials, sizes, lengths, buried at depths of 5 to 20 feet, located in paved public roadways, in paved private road or driveways, in public road shoulders, in public and private off-road locations, and in hillsides. Construction will include all related excavating, backfilling and compacting, pavement removal and replacement, importing of trench fill material, removal of excavated materials, temporary wastewater pumping, curb and gutter replacement, traffic control and signage, restoration of disturbed areas, erosion control and work incidental to that described. Contractors interested in providing repair services to the District must submit an SOQ.

The SOQ must include the following as a minimum:

  1. Name of the contractor and location of the contractor’s office(s)
  2. Location of the contractor’s equipment facility or yard
  3. Summary of the contractor’s general background, qualifications, capabilities, experience, and licenses
  4. Listing of contractor=s equipment
  5. Summary of related work performed by the contractor, with experience in Park City and in the Snyderville Basin
  6. List of key personnel with training and qualifications
  7. List of current obligations that could affect work with the District
  8. List of general references

SOQs or SOQ updates may be submitted at any time. Only those SOQs on file with the District at the time a selection process begins for specific work will be considered for that project. Contractors will be evaluated based on the information contained in the latest submitted SOQ. Contractors that have submitted SOQs in the past may choose to submit a new SOQ as an update to their existing SOQ if they so desire. Updated SOQs will replace existing SOQs on file and will be considered for selection for one year from the latest submittal.

The selection process for specific work will be determined by the District and will include ranking of contractors that have current SOQs on file with the District. Negotiations may be initiated with the top-ranked contractor, or a short-list of two or three contractors may be selected for further consideration. Interviews with short-listed contractors may also be included in the selection process.

The District’s request for SOQs does not obligate the District to award any contract or to pay any costs incurred in the preparation of SOQs. The District reserves the right to request additional information from respondents, reject any and all SOQs without penalty, or take any other steps deemed necessary to act in the best interest of the District.

Information specific to the work including internal TV inspections of the pipes showing the problems needing repair are available for review. Maps or drawings showing the location of each repair and information pertinent to the excavation site are also available. Specific questions and SOQ submittals should be directed to:
